In principle this sounds sensible – but I'm not sure what 'encourage' would entail.
In general I'd rather see state support for public transport and cycling/walking infrastructure than driverless cars.
I think this is just about encouraging open standards, which we want in a more general sense elsewhere as well. I don't think it's actually encouraging the adoption of V2V, just that if it happens, it should be open. 👍
