Yep, it'd be good to get your thoughts on that @frabcus especially as it sounds like you've read Rebooting Democracy
If we pass #188, which I think we now can, I'll tweak and merge this one in as well so that @frabcus gets the benefit of a vote, seeing as he's basically proposed something that's been accepted. Is that reasonable?
@Floppy sounds good! I've left a comment on #188 that I think it should be adopted, but provisional to more research. I'm not sure how that should be expressed though?

Another elected one doesn't really add anything - instead have a statistically properly representative second chamber. By randomly selecting members, it will be guaranteed to have the full range of all demographics in the country.
Removed sentence about Bishops, as it is implied by the more general reform.
